This is because on the census itself, on the above mentioned page, it says "Follow to page 659". And on page 659 (h-w) it says "From page 651". The totals written on each page seem to follow this order. The enumeration date and enumerator are taken from a statement by the enumerator at the end of the census that says "The number of persons within my division consisting of Worcester County appears in a schedule here unto subscribed by me thy second day of January 1811 Levin D****son Assistant to the Marshall of the State of Maryland
